China-Germany technological cooperation has achieved another new milestone: the laboratory testing base jointly established by Shanghai Jiao Tong University and the Fraunhofer Society for the Promotion of Applied Research has officially been set up in the Taicang High-Tech Zone. As an important platform for deepening industry-academia-research collaboration between the two sides, this base will integrate cutting-edge scientific research resources from China and Germany, focusing on key areas such as ecological protection and materials testing. It will build an internationalized platform that integrates scientific research innovation, technology transfer, and talent development, injecting fresh vitality into regional industrial upgrading and global technological collaborative development.

As a leading university in China, Shanghai Jiao Tong University has accumulated profound research capabilities and extensive experience in industrial transformation in the field of engineering. The Fraunhofer Society of Germany, founded in 1949, is a globally advanced applied research institution with a well-established model for technology development and commercialization, providing strong innovation impetus for Germany’s industrial growth. The two sides have already established a solid foundation for cooperation. This time, choosing Taicang as the site for the laboratory testing base not only deepens the achievements of their previous collaboration but also reflects their recognition of Taicang’s favorable industrial ecosystem, superior geographic location, and deep-rooted history of Sino-German cooperation.

It is reported that this collaborative project stems from the strategic initiative of the Shanghai Jiao Tong University—Fraunhofer Urban Ecology and Development Innovation Platform. This platform is the first and exclusively dedicated research collaboration hub established by the Fraunhofer Association in China, focusing on smart urban ecological development. It also serves as the highest-level platform for cooperation between the two parties. In August 2023, the Taicang High-Tech Zone reached a strategic cooperation agreement and signed a contract with this innovation platform. The base was officially inaugurated in May 2024, marking a crucial step in the local implementation of the Shanghai-Germany cooperation. Currently, the construction of the first-phase laboratory facilities has been successfully completed, and various equipment and systems are gradually being put into operation.

The base features a scientifically sound and well-organized internal layout, focusing on key functions in testing and R&D. It houses four major research centers and six standard laboratories, covering testing needs across multiple fields. The four research centers include the Digital Simulation Research Center, the Indoor Environmental Testing Research Center, the Bio-based Materials Testing and Inspection Research Center, and the Materials and Components Performance Testing Research Center. The six standard laboratories encompass the Vehicle Interior Environment Laboratory, the Organic Volatile Compounds Detection Laboratory, the Environmental Materials Laboratory, the Thermohygrometric Laboratory, the Acoustics Laboratory, and the Digital Simulation Laboratory. With its comprehensive hardware facilities and highly specialized testing capabilities, the base will provide the industry with thorough technical support and testing services.

As the first locally established site of the Shanghai Jiao Tong University—Fraunhofer Joint Innovation Platform in China, the Taicang Laboratory Testing Base shoulders multiple missions. In terms of scientific research and innovation, the two sides will leverage the base to conduct cutting-edge technology research, focusing on key technical challenges in areas such as ecological protection and the application of new materials, thereby driving continuous iteration and upgrading of research outcomes. In terms of technology transfer, the base will serve as a bridge for Sino-German technology transfer, linking Germany’s advanced applied technologies with domestic industrial needs, helping enterprises overcome technological bottlenecks in production and enhancing their industrial competitiveness. In terms of talent development, the base will establish a mechanism for mutual exchanges and visits between Chinese and German personnel, cultivating versatile talents who possess both international perspectives and specialized expertise.

As the site for the project, Taicang High-Tech Zone will continue to provide multifaceted support for the construction and development of the base, fostering deepened cooperation between the two sides in technological innovation and industrial transformation. The launch and operation of this base not only fills the gap in the region for high-standard testing and R&D platforms but will also drive the transformation and upgrading of related industries in Taicang and surrounding areas, offering a replicable and scalable new model for Sino-German industry-academia-research collaboration.

Ding Kuiling, President of Shanghai Jiao Tong University, stated that the university attaches great importance to its collaboration with the Fraunhofer Society and hopes to use the Taicang base as a bridge to explore new pathways for international industry-academia-research cooperation, foster closer and higher-level exchanges, and help take China-Germany cooperation to a new level. Gunther Grimm, Chairman of the Fraunhofer Association for Construction and Innovation in Germany, also expressed great anticipation for the cooperation between the two sides, believing that the base will further deepen the alignment of their respective needs and promote the better application of research findings to industrial and social development.

From campus collaborations to local implementation, from technological R&D to industrial empowerment, the partnership between Shanghai Jiao Tong University and the Fraunhofer Society has opened a new chapter in Sino-German scientific and technological cooperation. The steady development of the Taicang Laboratory Testing Base will serve as an important bridge connecting Chinese and German research and industry, making a solid contribution to high-quality regional development and global collaborative scientific and technological advancement.
